In its 2022–23 annual report, the SAPS admits that the detective programme recorded “the bottom efficiency with a complete of 30 efficiency targets and an achievement fee of 43.33%, indicating that the programme carried out considerably under expectations”.

The detectives underperformed in numerous areas, together with the detection fee for contact crimes, excellent dockets older than three years and case reveals not but finalised.

“Excessive ratio of case dockets per detective, because of worker turnover, is just not conducive to efficient investigation,” reads the report.
